| Joseph Kulig walked out of his small St. Charles Township home and down the sloping backyard, until he reached the tiny pier overlooking the calm waters of the Fox River. Indicating his property with a sweep of his hand, he said, "My wife's father owned this land for 70 years. My wife, her mother and I have lived here for 20 years. I've remodeled and repaired the house . . . this is all I have." Now Kulig has reason to believe he could lose his home.
